Apparently this particular device has an adaptor to allow the use of e-cigarette e-liquid. Apparently you can fill this bowl, (and I call it a bowl because that is what it is, and is not an atomizer as we define one,) which looks like it is stuffed with a wire mesh. The device will then heat the bowl of e-liquid by use of the butane torch in order to allow you to use it as a legitimate vaping device. Here is the link to this adaptor (not the device itself).

This website states that it heats the e-liquid by means of hot air generated from the butane torch, but to start with a low flame and then increase it as needed. To put it simply, the torch heats a bowl/chamber which is more like an oven than anything else.
This is something I would never consider using as a vaping alternative. Here's why, the chemical compounds used in our e-liquids, can break down in to dangerous forms if it is heated beyond a certain point. I am speaking of most notably VG, (vegetable glycerin). Overheating VG runs the risk of it breaking down in to acrolien. As we have learned in the past, an electronic cigarette atomizer does not typically ever get hot enough for this breakdown to occur, and is another reason why the manufacturers placed cutoffs on our devices. It is with this and other reasons in mind, that I do not see using any such device as mentioned by the OP as a substitue for an electronic cigarette. Another reason is, these types of devices are most commonly used and are recognized by law enforcement as drug delivery devices. I would hate to get pulled over and go through hours of questioning and waiting for them to test the contents of my device.
And until studies are published or shown to me that the working temperatures of such devices do not reach the critical point of decomposition which can create toxic gases such as acrolein, I for one, am not going to be someone's guinae pig.
