It is weird ,here in Indiana if you call the bulk tobacco "pipe tobacco" it is not taxed as heavily as ciggerette tobacco.Even if it is cut real fine and displayed with the tubes and rolling machines.I was rolling a pack and a half a day for about $30.00 a week.They always have cut pipe smokers slack I remember seeing them walk around malls and grocery stores puffing away.I guess it is not smoking if it comes from a pipe.
